What are your criteria for a "martini bar"?
For fun cocktails I would suggest Senor Wongs or Barrio downtown.
For more posh cocktails and atmosphere I would St. Paul Hotel Bar or Salut on Grand.
Saji-Ya also has fun drinks in a quiet funky atmosphere.

Before there were martini bars, there were bars that served martinis. Moscow on the Hill offers both a lovely patio for a gathering such as yours and an imaginative list of martini concoctions.

I don't really think we have martini-specific bars in St Paul -but my CHubby loves martinis and we love W.A. Frost. It is a great place to relax and have a cocktail - whether it's an original stiff martini or one of the other martini-type cocktails. Additionally, their patio is spacious - and beautiful and it'd be a nice area to start a "tame" bachelorette party.
I also know The Lexington is known for their martinis. Hubby and I have gotten over there for their HH - ($5 martinis - including the good stuff, not just house or rail) from 2-5 on weekends. The atmosphere may not totally be what you're looking for-but 1) they have martinis and 2) it is in St Paul.

How big is your party? You will probably be too many for the bar at The Lex or Frost. If you select Barrio, get there early. You may have the best luck space-wise at Senor Wong or the Saint Paul Hotel.
