Bar Stuzzichini includes a quartino of champagne from what I recall.

Penelope, my brunch favorite, includes a mimosa or sangria and coffee with most of the brunch items.

It's Alphabet City, but Sunburnt Cow has an all you can drink brunch for $18. Antibes Bistro on the L.E.S. has a nice brunch menu for $10 that includes your choice of mimosa or coffee. Can't help with the neighborhoods you're looking at, but I'm sure some wil.
