Shin bones in Los Angeles

I'm trying to make pho for the first time but can't find beef shin bones. Anyone have any tips on where to buy?

Just the bones, or the meat too? I recently bought shin meat (with bone) at 99 Ranch in Van Nuys. I think it was around $5 a pound.

I have been able to special order 50# boxes frozen from Safeway groceries in different places I've lived.
