Can't speak to steak ('cause just haven't eaten @ any steak houses - not a fan of them), but I'd add Mio Bistro & Wine Bar to the elegant choices listed below. Only problem is it's not in the general downtown area. But excellent food, good wine selection, and, of course, expensive.
