I have an unexpected chunk of time midday next week and would like to lunch at a special place new to me (food especially, ambience also) . ..Not EMP, Gramercy Tavern, Savoy which I've been to. Price not issue.

Tocqueville and Allegretti are two of our favorite places for lunch.

This might be further downtown than you're thinking, but SHO might be a good choice for you.

Maialino or (but it violates your below 24th St requirement) A Voce

Virage has a great selection from eggs benedict to a nice platter of smoke salmon. They have it from 9am-4:30pm everyday. Enjoy your afternoon!
