I believe most of the Morton's do a "Power Hour" that runs from 4:30-6:30 pm and then starts again at 9 pm.

I went to the Fraiche happy hour last night (Friday) and highly recommend it. They offer a happy red or white wine and cosmopolitan for $4 and beers for $3. I was happy with the red, but neglected to find out what it was. We ordered the tuna tartare (really good, but not great but only $4), pizza with wild mushrooms with goat and fontina cheese (really a great combination of flavors - $8) and mussels in a spicy tomato broth (my favorite - $7). Portions seemed to be full-sized. I was really surprised that it wasn't more crowded and even more surprised when we walked past Houston's later and saw huge crowds.
