Best Cheap Eats in NYC in all categories, please!

Coming to NYC for 5 days in September and food will feature large in my plans. Will be walking EVERYWHERE and nothing is too far for great food. On a budget, though and want great food and VALUE. Ethnic is a must, of all types. Want cart food too. Sushi, pho, pasta, dosas, pizza, coffee, baking, markets. Atmosphere and service not important. Just the food matters! Brooklyn and the Bronx not out of the question either if it's worth it. Hard question, but please take a shot at it. Many thanks.

    Not sure if this is a cheap eat, but the $24.07 prix fixe 3-course lunch at Tocqueville is a pretty good deal. Here is what I just had:

    (1) Terrine of guinea hen with leeks and quince chutney
    (2) Spiced braised brisket of beef with roasted parsnips and pomme puree
    (3) Coconut panna cotta with spiced pineapples and ice cream
