Reasonably priced near Penn Station, not Korean

I'm in Penn Station a lot and am looking for dinner places within walking distance. Ideally, entrees are $10-15/person, and it's quiet enough for a casual conversation. I've gone to Koreatown many times and would like to try something new. Thank you!

Djerdan Burek, on 38th between 7th & 8th. Authentic Balkan food, quite reasonable.

Mooncake on 30th/8th. Not a lot of atmosphere, but pretty empty at dinner and many yummy options at and below that price point.

Niles on 87th between 30 & 31 streets is quite reasonable for lunch.
Took a client there and was able to have conversation w/o shouting.

The bar scene is up front and loud tho at nite
