Koh's Bulgogi is a really fantastic bulgogi cart run by an older Korean couple who really know their stuff and my favorite place to get bulgogi in MD. They're on hiatus right now but will start serving in April at the Riverdale Farmers Market in PG County on Thursdays from 3pm to 7pm.
Check out their Yelp reviews when they used to be in Rockville! http://www.yelp.com/biz/kohs-bulgogi-...

You should check out several places on Rte 40 in Ellicott City. Shin Chon Garden is the flagship and very accessible. That is my #1 suggestion, although there are also Bethany Seafood and Miracjo. You should also watch for Honey Pig, which is under construction and supposed to open in the next few weeks.

There's a small takeout counter at the H-Mart in Wheaton.
That area in general (past the Wheaton Metro station, 16th St NW/Georgia Ave) has a bunch of Korean restaurants and noraebangs. They seem to range though, so you might just have to pop in and peek at the menu. They don't come up in a Google search, but if you recognize Korean writing, you will be surprised how many you will see!

Have you been to Nak Won Korean Restaurant on 12 W 20th St in Baltimore? Joung Kak in Baltimore? Both are good Korean places. Last I checked they were still in business and have Bulgogi. (Joung Kak is down the street)
Hot Mustard in Baltimore? Has Bulgogi too. And isn't there still the L Street Vending -- Bulgogi Cart in DC? . Has Bulgogi too.
