If you mean near the financial district, it depends how casual you want the business breakfast to be. For something more professional/formal, I agree with ingloriouseater that hotels are a good option.
If it's a bit more casual/with contacts you know well, and you don't mind going a block east of Yonge St., The Senator is popular for breakfast meetings before work:

If you are thinking of a private business breakfast function, various restos in the area will do breakfast (e.g. Canoe) but will probably have minimum numbers/spend requirement.

King Edward used to be a go-to place. Also the Royal York restaurant is good.
