We were just there for a long weekend (Feb 28-Mar 2) and there weren't any carts open. I'm guessing its a little early (i.e. cold).
When the weather warms up there is a permanent cart on Main street across from Litha park that does great breakfast/lunch fare. I forget the name, though it is unmistakable.
Otherwise, I don't recall a 'cart/truck scene' in Ashland.

OC, no food carts in Ashland. Talent has an Italian Cart and taco truck + Ron's BBQ
in the Tark's Grocery Store parking lot. They aren't there on Saturday or Sunday though.
