Sorry to complicate things (I do like Crispo, Lupa, Da Andrea, Little Owl) but you have so many options at your price point, I would add:

Cru
Bar Blanc
Perilla
SD26

and as RGR has already suggested:

I had a very fine dinner at Little Owl, and a decent lunch at Lupa. Your price range isn't too confining - there are scads of very good restaurants where entrees don't top $30. Check out Little Giant, also, and Peasant.
