The Hotel Casa Del Mar in Santa Monica is a superb choice for an indoor Sunday Brunch on the beach. The Veranda Restaurant serves brunch from 11 – 3 pm at about $50 per including tax/tip for a 3-course meal and bottomless mimosas or bubbly. Food is very good and the hotel is an architectural marvel that harkens back to the early 20th Century in elegance and style. Lovely ocean views through panoramic floor-to-high-ceiling windows. Great place to hang around and kick-it after brunch as well.

I've always enjoyed the Warehouse. Sit outside and look out into the marina/boat docks.

the view at the warehouse is lovely, but, imho, their food is anything but.
for the same view, but with food that's GOOD, i'd hit the sunday brunch at cafe del rey.
it's a three course prixe fixe for $35/pp.imho, worth every penny.
be aware that the brunch is only offered on sundays

It kind of depends on what you're looking for. My vote would be Figtree Cafe, which is right on the strand and has fantastic people watching and very good food, but isn't a great option if you want something fancy. If you want more of an upscale atmosphere, Geoffrey's has a fantastic view and the food at brunch is solid.
I really like Cora's as rec'd above, but it doesn't have a view of the water.

Back on the Beach (right on the beach as the name implies) or even Gladstone's (the one meal they actually do well) both would be good choices.

No matter how hard I try, the only thing I think Gladstone's does well is some drinks at the bar, that's it. Can't even bring myself to eat breakfast there. And it would be so convenient...
I hear Cora's Coffee Shop has decent breakfast, on Ocean in SM, between Pico & Colorado. But probably doesn't have a view.
I've also heard Hash, in the Erwin hotel on the Venice Boardwalk, serves a good breakfast, but haven't been myself yet.
