Flushing by far. Flushing caters to a larger, more affluent community and the quality of restaurants reflects this.

Absolutely Flushing, but if you're planning on dinner make sure you have a reservation. It's also a bigger, more bustling neighborhood, so I'm sure there's more in the way of street celebration.
My top Flushing restaurant picks are:
Cantonese: Imperial Palace (my current favorite Chinese restaurant in NYC)
Hunan: Hunan House
Sichuan: a dead heat between Spicy & Tasty & Little Pepper

I will be celebrating Chinese New Year at Hunan House, highly recommended, the best Hunan restaurant in New York.
