Better Vietnamese food in Brooklyn than Manhattan. My favorite Pho Tay Ho in Bensonhurst. There was also a recent thread here about some Sunset Park suggestions.

Some might call Tay Ho's neighborhood Bath Beach.
I'm also a fan of Pho Hoai. I've been to the Sunset Park and Bay Ridge branches, not Ave. U.
Gia Lam is uneven, but their grilled beef is very good.
Thanh Da is a good bet for Bun Bo Hue and Bun Rieu Cua, which the others may not feature.

Pho Mac in Staten Island is quite good but you need a car to get there.

If you're open to a place specializing in more popular bhan mi and pho I suggest Nhà Tôi in Williamsburg, on Havemeyer just below South 2nd St. Their bhan mi is my favorite in the city. The pho is a new addition to their menu and I've only had it once.
The restaurant is small, more geared to take-out but they have recently re-arranged to accommodate more diners-in.
