I recommend Market on Alberni next to the new Urban Fare. They have a wonderful prix fixe menu and I loved the lunch I had there.

Just read in TV Week about the Westward Ho at University Golf Club where from Feb 1 to Mar 31 is offering a two-course meal for $20.10 with entree and a choice of appetizer or dessert. Each week, they will have a special menu based on three participating countries. Sounds interesting, no? Check out universitygolf.com for more deets.
