Surprise 60th Birthday in Staten Island?

Hello all, my sister and I are planning a surprise 60th birthday for my mom on Staten Island with 100 guests. We have a small budget and I'm hoping to not spend more than $30 per person. We are looking at a cuisine palatable to most tastes, Indian if possible (since we are Indian) or Chinese or Italian.

Any suggestions? It's for March and we're a little late on the planning end. I was thinking Crown Palace, but wanted other suggestions.
