MarketBar makes sense if you are at the Ferry Building and the weather is nice. It's a good place to sit down outside to have drinks and maybe some oysters and appetizers. As for serious dining, there are lots of places in that part of town that are far better.
Second your assessment. Scene-y place to hang outdoors for drinks but inside and for a full meal, not so much. Had a holiday office dinner there once and I don't recall anything that was outstanding. Nothing was bad, just a forgettable experience.
