grinder or mill for red chilis?

hi everyone- i thought a chili mill (as opposed to a pepper grinder) with whole red chilis would be a nice hostess gift for holiday parties this year. I know peugeot makes one but i was hoping to spend a bit less. Any suggestions? could I just get a clear spice grinder and fill it up myself? thanks!
