  1. What day of the week? That GREATLY influences your selections.

Also if you're looking for sit down service that late AND can't pay more than $20 AND need it to be quiet, your choices of non St Marks Place, non-Italian, non-Chinese, non-diner, and non-bar spots will be pretty limited.

Is counter service OK? Does your $20 limit include tax and tip? Would you do a take out spot with pizza, maybe? May not fulfill your "quiet" criteria though.

Blue Ribbon, Freemans, and Momofuku Ssam are out of the OP's price range. Veselka is a diner.

Veselka also can be very noisy, but I'm guessing, probably not at 1 AM.

Sorry, woodside, I can't help you. At that hour, I'd go to NY Noodletown, which of course is Chinese and not necessarily quiet.

I've been to Veselka pretty late on weekend nights and it's often quite busy.

It's been crazy busy at 5 AM on Saturday, after bars have closed.

The last time I was there, I didn't even like the way they made an omelet.

Bubby's in Tribeca is open 24 hours now

It's not convenient for me, but I'm sure that information will be useful to others.
