High quality mail-order foods?

My father lives in the Panhandle of Texas and is an avid cook, but doesn't have access to many ingredients required in many gourmet/experimental recipies (especially for any kind of ethnic cooking). He also doesn't always have access to the freshest foods.

Is there a high quality food delivery website that could act as a supplimentary grocery store for him? I think that I'm looking for a sort of "out-of-the-box" version of Harry & David. Something that does monthly gift baskets would be totally ideal.

    The Nutcracker Market is coming to Houston this week. On the website, you will find information of the many vendors that will have booths. Most have websites. Perhaps you can find some vendors to suit your/his needs.
