All are dead consistent, offer a nice ambiance, and offer variety of choices under $20. A tiny bit further afield is Trattoria Italian Kitchen on West 4th. It offers decent Italian food for a very reasonable price with a nice lively busy atmosphere. My two top choices would be the Pourhouse and Campagnolo though. Both can be done for under $20, but they're in Gastown and Chinatown/Strathcona respectively.
