Too many stickys!

Someone posted to say that they couldn't get their post made into a sticky. I have the opposite problem: everything I post apparently turns into a sticky, at least for the first few hours after posting. Is anyone aware of this bug?

It's a small bug for users who use some browsers and aren't using the same time settings as the servers. It has no real effect on the functioning of the site. Engineering's looked at it a couple of times, but fixing it proved ... complicated ... and since it wasn't actually changing anything function-wise, they've never gone through with a fix.
