Is there a way to find out what restaurants offer price fixe lunches outside of restaurant week?

Yes, via menupages.com.
Once there, click on your desired map location.
Filter your search by "lunch." (you can find filters on the left-hand side of the page)
Now, filter the search by "prix fixe."
