Restaurants with serious cocktail programs would include Momofuku Ssam Bar (head bartender is ex-PDT), Allen & Delancey, Eleven Madison Park, Yerba Buena (head bartender is ex-Pegu Club), the new 'inoteca in Gramercy, Freeman's, Bar Room at the Modern, and Scarpetta. Sadly, the problem with a lot of places is that a consultant will come in and design a decent enough menu (and then leave), but then the bartenders executing the menu can vary wildly in quality. Earlier this year, I would have included Tailor but they haven't reopened the dining room :( so I'm a little worried about them. Bars with great cocktail programs and food (typically small bites/plates) would include Pegu Club, Death & Co, Mayahuel, and Employees Only. Of the three, I think I like the food at Pegu Club the best (killer deviled eggs). I know it's a little past it's peak, but it remains my favorite place for drinks, especially now that they have better small plates options. Mayahuel is also nice, if you like Tequila based drinks. Yerba Buena is supposed to be good for both, though must admit I haven't had the chance to sample yet.
