We dined at BLT Steak last week and were very happy with the meals and service. My spouse ordered the salt-encrusted baked snapper (I'm not sure this is how it is described on the menu) -- perfectly done; moist and favorful.
We ate inside; there is outside seating, but not sure about the people watching.

Ocean Drive is pretty much a tourist trap as far as restaurants go. But I had a good meal at BLT Steak in the Betsy Hotel on the northern end of Ocean Drive. The regular menu is pretty straight-ahead steakhouse style with a few fish items thrown in for good measure, but they have several daily specials that mix things up a bit more. And the popovers and chicken liver mousse they start you with are fantastic.

Prime 112 is on the southern end of Ocean Drive and people love it. I find it overhyped and overrated but as far as people watching, you can't beat it. I'd go if you've never been. BLT is far superior , food wise, but there's absolutely no scene or vibe, though it's a lovely ambience and the complete geographical opposite of Prime at the northern end of Ocean Drive. Both are quieter ends of the tourist trap!

Just an FYI - the map to the right doesnt even come close to depicting the location of BLT Steak. It is located at 1440 Ocean Dr, Miami Beach, FL 33139.
