Need venue for Mad Tea Party wedding shower

Hi,
I'm trying to put together a Mad Tea Party/Alice in Wonderland wedding shower for my friend on Oct. 31st. Her wedding is the next day in Timonium, and that's where we're staying as well. Transportation could be an issue for out-of-town guests, so I'd prefer not to travel outside of Baltimore County unless there's a really good option. I can't say for sure how many guests there will be, but I'd guess somewhere between 15 and 30, more likely between 20 and 25. An ideal venue would have some Victorian/English countryside atmosphere but allows us to add a few decorations, can put together a teatime menu (sandwiches, desserts, tea, obv.), and is inexpensive. It's probably the last part that's essential- we're young and don't have a lot of cash to throw around.
