Contact the General Manager in person (not by phone--email) and explain your wishes to him/her. Be prepared for any "extra" costs. But really, there should be none. I think any good restaurant in the metro area will work with you to make the birthday memorable. Or; 2. Provide a cake, celebratory decorations and other birthday items to your selected restaurant earlier in the day of his celebration and let that restaurant stage the event. At the Ann Arbor restaurants mentioned by Jim, they discount the food bill 50% for a party of two if one of the party has a birthday on that day.
