NC doesn't have HH drink specials anymore by state law. Some places have food specials.

That's not exactly right. A restaurant/bar may have drink specials, but they must run all day, not be limited to designated hours. For example ~ a restaurant may feature Martini's on Wednesday at a discounted price, as long as it's offered all day at the same price.

According to their website, on Tuesdays, Lazy Goat has special drink prices and their food menu in the bar is buy one-get one. Certain bottles of wine are half price Thursdays.
Sassafras has half-price bottles Tues. & Wed. I believe.
Stellar has half-price bottles on Monday, along with some other specials throughout the week.
Siam Oishi used to have a great early bird food and drink menu, but I wasn't offered that option when I had dinner there earlier this week. They may have discontinued it.

High Cotton has the best deal, IMHO. $2 off all cocktails and wine and $1 off beer. They make great specialty drinks (like the espresso martini).
Others in town who do some kind of happy hour:
Oysters on the West End, Soby's, Smoke on the Water, Liberty, Pomegranate, Guadalajara's, Lazy Goat, Cazbah.
