A second on Fish on Bleecker. Just posted on it responding to another query. Besides the oyster special, which is a great deal, they often have a special on the whole Maine lobster dinner, with lots of sides; it's like 17.95 or something like that. Besides that, they play fantastic music. It's full of characters and has a great neighborhood-y vibe.

Fabulous, as is Mary's Fish Camp, but neither is inexpensive.
When OP asked for inexpensive, I thought of Fish. I never had Simon's experience at Fish, but have only been 4 or 5 times, 2 of those in April. I've never been in when it's been particularly crowded and never had problem with service. But if you can afford it, Pearl and Mary's are superior places, no question.

I'd go to a Chinese banquet restaurant, like Cantoon Garden. Any good Chinese restaurant will serve delicious whole fish dishes. Also, good Italian or Greek restaurants serve excellent fish dishes. I know Kefi is for whatever reason controversial here, but I like their Branzino very much. Uncle Nick's should be reliable, too, and cheaper. Lower-end Italian restaurants like Supper also have simple, good fish dishes.
