Looks like $25 admission or free admission if you buy $50 or more of food tickets in advance.

From the Questions page on their website:

Q: How much is it to get in the festival?

A: Nothing, it's free, but be sure to bring cash as the vendors will only be accepting cash or pre-purchased passport tickets.

It says it's free on the front page. Further in it says this:

"Admission is free and open to the public. Food and drinks will be sold by each vendor, with nothing costing more than $8. Buy a passport for savings and the freedom not to hassle with an ATM."

The passport sounds simply like pre-paid tickets.
