Cheap=up to 10, maximum 15 bucks for a meal.
I need somewhere between 59 and about 70 close to central park, so that means no 1st, 2nd avenues--up to 9th is ok. Any types of food: I like ethnic, but i'd eat anything really. The epitome of a good restaurant experience in my opinion is something like Katz's Deli because it's cheap, it's good and it's quintessential NY. but too bad it's not near lower central park.

The problem with your geographical parameters is that it's an area where real estate is very expensive; thus, cheap eats are hard to come by. Perhaps, Pain Quotidien on Lex & 64th would work for you.

la bonne soupe or wu liang ye might fit the bill. otherwise your best bet is to expand your geographic parameters a bit and consider hell's kitchen options.

Does it have to be a restaurant? I like getting a potpourri of things at Whole Foods in Columbus Circle when I'm near the park.

I thought of Whole Foods, as well as Bouchon Bakery, but gadiii said "up to 9th is ok.," and the TWC is further west than that.
