If The Herb Farm is not open on the day ( a Tuesday) we will be in Woodinville, what is the next best choice? Looking for top quality and localness.

You should probably not even try to stay in Woodinville if you want anything approaching fine dining. Head to Cafe Juanita (first choice) or Trellis, both in Kirkland and not that far from Woodinville. They are definitely not the same "experience" as the Herbfarm, but that isn't necessarily bad especially since they haven't been getting great reviews since Traunfeld left, and I've read that the new chef is also on the way out.

Herbfarm aside, Woodinville is not exactly a gourmet food destination. There are some chain restaurants and burger places sparsely scattered throughout its downtown. If you must eat in Woodinville, the only two places that come to mind are The Barking Frog (next to Herbfarm) and Purple Cafe which is more casual but serves decent food and has a great selection of wines. Otherwise, like FoodDee suggested, Kirkland will be your best bet for fine dining.

I had lunch at Purple Cafe in September and second the recommendation. Not at the level of Herbfarm but I was staying at a B&B nearby and chose that over Barking Frog because that's what the innkeeper recommended. Its a good choice if you're in the area and don't want a major production for dinner. i loved their by the glass wine selections. Best of all Brian Carter cellars is right across the parking lot and JM Cellars a mile or so away is not to be missed either..

A third recommendation for the Purple Cafe, and it's just around the corner from the Herb Farm.

Another option, the Columbia Winery is just finishing renovations and will be offering gourmet pizzas!

Not too far from Woodinville is Russell's in Bothell. Not many people know about this place, but the food is superb. Atmosphere is a little lacking...

Another place that is worth mentioning is Italianissimo. Technically they are in Woodinville, but they are not close to the wineries. They moved from the downtown area to the White Stallion Corner off of Woodinville-Duvall Road, and the parking lot is always filled with fancy cars. Every time we've eaten there, the service was great.
