Lunch near Penn Station

We're looking for a moderate price restaurant near Penn Station to have lunch with several friends. Nice atmosphere and a low noise level are a must since we want to catch up on what's been happening.

      People's idea of what "moderate" means can differ substantially, so please give us your per person budget for food only (beverages, tax & tip additional). Also, what are your cuisine preferences? Any avoids?
