Center City dinner with a view?

My wife and I are going out for our anniversary, and we'd like a Center City choice that has a good view of the city. We're used to eating at ground level--does anyone have a recommendation for a nice romantic meal higher up?

I second XIX at the Bellevue. Excellent food and service, beautiful room, plus the view from the 19th floor.

And, on a warm evening, you can get a table on one of the small outside balconies (the view west is best).

That will probably give you a better view of CC than Bistro St. Tropez.
