By Upscale, do you mean atmosphere and price along with great food?
There are many in Long Beach. To name a few...
    Delius...pre fiaux and menu
Sevilia...tapas and a regualr menu. They also have a dinner show
    Papadakis in San Pedro

There is a restaurant called 555 East in Long Beach on Ocean. Great steak house, nice bar, excellent food and service. I've been going there for years, probably since it opened and have never had a bad meal/experience.

Frenchy's - superior French food, swell service and a relaxing atmosphere. Husband and wife owners/operators. We've never had a disappointing experience there.

I can also recommend Frenchy's. It's on Anaheim right across the street from the park. It's in a surprising neighborhood (read: looks divey) but once you're inside, you are transported to different environment.

I've had this on my list to check out. I have an Entertainment book online coupon for buy one get one free entree, up to $29, woohoo! Anything in particular that is recommended?

"nice upscale" is kind of vague. depends on what your date wants. If he/she is not a foodie, they'll probably like Lasher's, which has really terrific service and food that's OK but seems more sophisticated than it is. If they're hard-core French foodie, they'll like Frenchie's just fine. If they're more hipster, try Number 9 Noodle on Fourth Street. If they're more conservative, try 555 for steaks. Or if it's a bit more hang-loose date, try King's Fish House, which is noisy enough to provide cover if conversation stumbles.

Best First Date Restaurant in LB....

            Cafe Piccolo

Might go to Belmont Shore you can walk around afterwards

Delius doesn't really have a first date vibe to me..I think the lighting is too bright.

I had a really good experience at Utopia in Long Beach...recommended it to another chow foodie and they were really pleased with it as well.

Can highly recommend Cafe Piccolo on Broadway, Long Beach. Have been there several times and the food is always fantastic. Very romantic and the prices are even not that bad.
East 555 in Downtown LB is also very good, but little bit more pricier. Much cheaper to go there for lunch.
