In the Strip District there are some great outdoor areas.
Penn Ave: The Firehouse Lounge has inexpensive pub fare & small plates along with great organic cocktails
Smallman St: Kaya has Caribbean style food and a creative cocktail menu, Eleven has a great bar menu a little on the pricey side but worth it.

Another nice choice is Redfin Blues. The deck overlooks the Allegheny river and a marina and is a very relaxing spot for lunch.

Kevin, if you are comming from out ot town, you should really try Mount Washington for a drink or two. The view from Mount Washington is spectaular! To sit outside you could try the Coal Hill Steakhouse although it's not one of my favorites for food. If you want a more upscale experience try Montery Bay. Not outside, but the view feel's like it!

Yes, they are very close. Coal Hill is next to the Duquesne Incline and Montery Bay is across the street, on the top level of a highrise building. Parking is available across the street from Coal Hill or they have valet service at Monterery Bay. You can also park (for nothing) at the bottom of the incline and ride it to the restaurant. If you have never been on one the incline is a very interesting and historic ride.
