re: pants
Tapa Bar is just so-so. Nothing to knock your socks off.
Stage is a good option.
Brio is indeed open on Sunday and is not a bad option.
One of the better economical options on a Sunday is Pizzeria Primastrada in Cook St. Village. Very lovingly made, authentic Neapolitan pizzas featuring local ingredients (i.e. Fairburn Farms' buffalo mozzarella; house made sausage). Also very good salads and sides.
The Superior in James Bay is fun, and I think it may be open on a Sunday.
Good luck.

pants:
Il Terrazzo is certainly still around and although it may be recommended by others...in my experience particularly hotel concierges...those same positive comments would not come from me.
I think Cafe Brio is open on Sundays. Brasserie L'Ecole is closed. Not sure about Stage.

re: Bob Mac
Copy everything Bob said.
Stage is open Sunday nights; it's one of the few that is. Highly recommended.
In terms of new, there is Nar (Turkish place) in Oak Bay which is newish. It may be open Sundays but I don't know. There is a brand new place in Fernwood across from the Belfry called Lucy's in the Square; it's run by the chef from the Oak Bay Marina, who is one of Vancouver magazine's Top 40 Under 40 in food.
I would go to Stage if it was me.
