"Best of..." How do the ad execs choose?

I know all of you see "Best of" ratings. Does anyone know if these results are fixed?

Could be.
Depends who you trust.
I go to restaurants and I see "Best of" and it doesn't really mean much when you look who it might be from.....like from a local city newspaper (the recipient could be an advertiser).

Like when you see "World Famous".....what does that mean if anything.
