Mother's Day Afternoon Tea or late Brunch?

My parents are arriving at LAX at noon on Mother's Day and will be staying in Newport Beach. We'd like to do something nice for my mom, but she HATES crowds and price is definitely a factor. We'd love to take her to tea, since a good traditional cream tea is her favorite, but I fear how cramped they'll all be on Mother's Day. Brunch will be both cramped and expensive. I can go about $25/person for tea or $40 for brunch, but I live in the SFV and don't know any places on that side of the city. So far, my recs of Ritz in Laguna Niguel and Rose Cottage are both too expensive. Any other ideas? (For tea, the serving of clotted cream is a must! It's her favorite thing!)
