30th Birthday for 40 People Cheap as Possible

My wife is a huge wine drinker and I am looking for a decent place to host about 40 people for a 30th birthday party. Looking only for apps and open beer and wine bar (with cash bar available for people if possible). A private room is not necessary but I am only looking to spend about $65 per person for about 3 hours if possible on a Saturday night. The budget is tight so any help is greatly appreciated. Thanks.

Very open to neighborhood. Preferably downtown (les, soho, tirbeca, west village . . . ). She is very into wine so something with a good decent priced wine list.

My boyfriend through me a wine party at Pasita (47 8th Ave) it's a lovely little place with mostly new world wine (Argentinian, Chilean, etc.) Not too pricey either.
