It would be helpful to have some additional specifics. Cuisine preferences? Casual or fancy? How many in your party? Per person budget for food only (drinks, tax & tip additional)?

I would suggest Jean Georges, in the Trump Tower, which is right near Jazz at Lincoln Center, in the TWC. The cuisine is excellent, and the 2 for $28 lunch deal + $8 for dessert is a steal for a restaurant of this high caliber. Service is faultless, and the dining room is lovely. In my view, it's a perfect restaurant for a celebratory occasion. Lunch is served Mon.-Sat. Although there are steps into the building, since it is a hotel, I'm sure there is wheelchair access. The restaurant and restrooms are wheelchair accessible. When reserving, be sure to alert the staff to this situation.

to be clear, that is 2 courses each for $28 per person, not 2 lunches for $28 (RGR I think your post was a bit confusing on this point). Sounds to me like you are looking for something a bit more casual though. In that case I would suggest Landmarc which is in the TWC and is accesible by elevator. The food is not mind-blowing but the menu is varied and prices are reasonable. If Mexican is not too crazy for your group Rosa Mexicana across from Lincoln Center might also be a nice spot. Again, the food is nothing to write home about but atmosphere is nice and the drinks are delicious.

If you are looking for something a little more casual, Thomas Keller's Bouchon bistro is in the Time Warner Center (same building as JALC, but different entrance) really tasty food and nice atmosphere. Not nearly as expensive as his famous places, but not uber cheap, either.
