Best 'free' nibbles in a high end London hotel bar?

My brother and I were having this rather ridiculous debate. Which high-end London hotel bar gives away the best 'free' nibbles.? He says that its either the The Blue Bar at The Berkeley Hotel or the bar at the iconic Blakes Hotel. I have had my appetite for dinner ruined by the delicious offerings at The Goring.
