Monday Before St. Patty's Day

From out of town and need a recommendation on where to go for dinner with good food, GREAT atmosphere and lounge/bar-like feel. Any type of cuisine is cool and as for location, looking for a restaurant close to lots of bars within walking distance. Help! Thanks

'inoteca (fka Bar Milano), on the corner of 3rd Av. & 24th St., would be a good place to have dinner. An Italian small plates menu is served in the restaurant and in the separate bar room. That area of 3rd Av. is "bar central" with one on just about every block from 22nd St. (Molly's is a terrific Irish pub) to the low 30's.

Average price range? Nothing where I'm eating off of paper plates but I don't need fine china either.... ? Atmosphere is more my concern so if I have to pay a bit more, I don't mind... Thanks!
