Not having been there in years I was taken to lunch by a colleague at an old standby called the Golden Dragon on Broadway virtually across the streeet from the Empress Pavillion. I had eaten there for years until I felt that the quality ahd fallen off terribly. I was pleasantly surprised not only as to the quality but the varieties that were being served. I think it's worth another try and that you might enjoy it as well.

I like Ocean Seafood on Hill Street. They have cart service and it's much better then Empress Pavilion.

People will say you should go further east to the SGV for much better dim sum than you'll get in Chinatown.
Only two dim sum (not take out) places in LA Chinatown I would recommend are Empress Pavillion & CBS Seafood....only dim sum adventure is going from one end of Chinatown to the other.
