Romantic Recession Friendly Restaurants?

I need restaurant for my anniversary and I want it to be somewhere fancy-ish and defintely romantic and I don't want to be spending $45 on entree. I'm looking for a restaurant that would have entrees in the $18-$25 range maybe. Any ideas?

      all cuisines are fine except sushi. any neighborhood is okay. sorry that didn't really narrow it down did it!

            Maybe you could try a tapas / small plates restaurant like Inoteca or Boqueria?
