I've generally found all the big groceries, i.e., Safeway have them on special for V-Day and sometimes beyond.

Whole Foods almost always has some available. They have the special process frozen ones in the freezer case, and regular ones in the seafood display. Not the cheapest, but consistent in quality and availability.
