Frank's Steak House Rye/vs Flames

Has anyone been to Frank"s in Rye? I am deciding between that and the Flames for my 16 year old's birhday dinner tonight. The Flames is near to my home and, while i give the food 4 stars, the decor and service are a bummer. So I figured Franks was worth a shot.
