I've been there once. I didn't find it to be a particularly Chow-ish place. Was decidedly unimpressed with the service and value (or rather the lack of both). YMMV depending on what you're looking for.
That said, I've been to Helm across the street a bunch of times, and I find it to be much more interesting in terms of their food, service, value, and atmosphere (it's more laid-back). It probably doesn't qualify as tapas though, more like a Québec pub.
