HELP needed quickly! Annisa or Gramercy Tavern Tavern Room for birthday dinner?

I was all set to go to Gramercy Tavern's Tavern Room for my birthday dinner in a few days, but then I heard that their lunch tasting menu was available for walk-ins at the tavern, plus they give you a $24.07 gift certificate towards a future visit. So I thought perhaps I should do something different for my birthday dinner. However, if Gramercy Tavern's Tavern Room is decidedly better than Annisa, I would gladly go there twice.

Objective opinions on the quality of the food and the ambiance, and then opinions on what I should do. HELP!!!!!! If you have any other recs for really great restaurant for dinner with a bill that would be equal to or less than Annisa or GT Tavern Room, please suggest!

    1. when are you planning to have your birthday meal?

    2. The gift certificate is only available dudring Restaurant Week, and to get the RW prix fixe deal you have to order from the RW 3-course menu, which is not the lunch tasting menu (more courses in the latter).

    3. Last time during RW, both GT main dining room and the tavern room participated. But they do not have the same menu. Main dining room have its own RW dishes that you can choose from. Tavern Room simply uses their regular tavern room menu and you can construct your 3 courses with 2 savory and 1 dessert.

    For me, GT is much better than Annisa. I thought the food at Annisa is ok but not great.
